 1                          SENATE RESOLUTION

 2        WHEREAS, Good health is essential to every citizen of the
 3    world  and  access  to  the  highest  standards   of   health
 4    information  and  services  is  necessary  to  improve public
 5    health; and

 6        WHEREAS, The World Health Organization (WHO) set forth in
 7    the first chapter of its charter the objective  of  attaining
 8    the highest possible level of health for all people; and

 9        WHEREAS,  The  Republic  of China (Taiwan) was one of the
10    founding members of the WHO, but was forced out in 1972  upon
11    the admission of the People's Republic of China to the United
12    Nations; and

13        WHEREAS,  The  United  States Centers for Disease Control
14    and Prevention and its  Taiwanese  counterpart  have  enjoyed
15    close  collaboration on a wide range of public health issues;
16    and

17        WHEREAS, In recent years the Republic of  China  (Taiwan)
18    has   expressed  a  willingness  to  assist  financially  and
19    technically with  international  aid  and  health  activities
20    supported by the WHO; and

21        WHEREAS,  The  Republic of China's (Taiwan) population of
22    twenty-three million is  larger  than  that  of  seventy-five
23    percent of the WHO member states; and

24        WHEREAS, The Republic of China's (Taiwan) achievements in
25    the  field  of  health  are substantial, including one of the
26    highest life expectancy levels  in  Asia,  and  maternal  and
27    infant mortality rates comparable to western countries; and

 1        WHEREAS,  The World Health Assembly has allowed observers
 2    to  participate  in  the  activities  of  the   organization,
 3    including  the Palestine Liberation Organization in 1974, the
 4    Order of Maltz, and the Holy See in the early 1950s; and

 5        WHEREAS, The World Health  Assembly  will  open  a  5-day
 6    summit  in  Geneva,  Switzerland  on  May  13,  2002 that the
 7    Republic of China (Taiwan) will not be able to attend or even
 8    sit as an observer; and

 9        WHEREAS, The United States, in  the  1994  Taiwan  Policy
10    review,   declared   its   intention   to   support  Taiwan's
11    participation in appropriate international organizations; and

12        WHEREAS, The State of Illinois and the Republic of  China
13    (Taiwan) have maintained a friendly and fruitful sister-state
14    relationship since 1992; therefore, be it

15        RESOLVED,  BY  THE  SENATE  OF  THE NINETY-SECOND GENERAL
16    ASSEMBLY OF THE STATE OF ILLINOIS, that we express our belief
17    that the Republic of China (Taiwan) should  be  permitted  to
18    participate  in a meaningful and appropriate way in the World
19    Health Organization; and be it further

20        RESOLVED, That we express our support for the Republic of
21    China (Taiwan) to be granted admission as an observer to  the
22    World Health Organization; and be it further

23        RESOLVED,  That a copy of this resolution be forwarded to
24    the World Health Organization and to the Taipei Economic  and
25    Cultural Office in Chicago.
