1 SENATE RESOLUTION
2 WHEREAS, The Office of Developmental Disabilities within
3 the Department of Human Services has adopted a vision that
4 "People with developmental disabilities choose from and
5 receive appropriate, accessible, prompt, efficient, and
6 life-spanning services to meet their needs"; and
7 WHEREAS, The Office's mission statement is to "Provide a
8 full array of quality, outcome-based, person- and
9 community-centered services and supports for individuals with
10 developmental disabilities and their families in Illinois";
11 and
12 WHEREAS, It is a goal of the developmental disabilities
13 service delivery system to "Provide comprehensive services
14 and supports to individuals with developmental disabilities
15 and their families which encourage active participation in
16 life choices ... at home, at school, at work, and in
17 recreational activities in their community"; therefore, be it
18 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
19 ASSEMBLY OF THE STATE OF ILLINOIS, that the Department of
20 Human Services shall conduct a needs assessment survey of the
21 statewide developmental disabilities service system, at a
22 minimum, at least once every 3 years; and be it further
23 RESOLVED, That in so doing, the Department shall develop
24 process guidelines for each of its 8 networks to identify
25 existing services and gaps, and shall analyze network results
26 to identify needed system changes statewide; and be it
27 further
28 RESOLVED, That the Department, upon completion of the
29 survey, shall utilize the data collected in planning for the
30 future of the service delivery system, developing strategies
31 to address gaps in services within each network and on a

1 statewide level; and be it further
2 RESOLVED, That a suitable copy of this Resolution be sent
3 to the Secretary of the Illinois Department of Human
4 Services.
