 1                          SENATE RESOLUTION

 2        WHEREAS, Exotic and invasive aquatic  species  have  done
 3    irreparable  damage to the Great Lakes and the land and water
 4    resources of the country; and

 5        WHEREAS, The discharge of  ballast  water  and  sediments
 6    from  commercial  shipping  vessels  is a primary pathway for
 7    introducing  new  aquatic  nuisance  species  and   spreading
 8    established aquatic nuisance species; and

 9        WHEREAS,  Eight  out  of ten new aquatic nuisance species
10    come into the country via ballast water; and

11        WHEREAS, Exotic and invasive aquatic species control  and
12    prevention   requires   significant  coordination  at  state,
13    federal, and international levels; and

14        WHEREAS, In an effort to  control  the  introduction  and
15    spread  of  aquatic nuisance species, Illinois should explore
16    solutions to prevent the introduction and spread  of  aquatic
17    nuisance species into Lake Michigan waters; therefore be it

18        RESOLVED,  BY  THE  SENATE  OF  THE NINETY-SECOND GENERAL
19    ASSEMBLY OF THE STATE OF ILLINOIS,  that  the  Department  of
20    Natural  Resources  and  the  Environmental Protection Agency
21    shall  jointly  study   preventing   the   introduction   and
22    minimizing  the  spread  of  aquatic  nuisance species within
23    Illinois waters; and be it further

24        RESOLVED, That the study shall (i) analyze  how  to  best
25    abate harmful ecological, economic, social, and public health
26    impacts  from  aquatic  nuisance  species infestations within
27    Illinois waters, (ii) make recommendations regarding  how  to
28    best implement an aquatic nuisance species prevention program
29    in  Illinois and provide for interstate collaboration, taking
30    into  consideration  all  available  scientific  information,
31    technologies, and practices, and  economic  impacts  of  such

 1    measures,  and  analyze  the  possible  costs  and sources of
 2    funding to implement their recommendations, and (iii) analyze
 3    possible costs and sources of funding for  carrying  out  the
 4    federally    approved   Department   of   Natural   Resources
 5    Comprehensive Management Plan for Aquatic Nuisance Species in
 6    Illinois; and be it further

 7        RESOLVED, That the Department of  Natural  Resources  and
 8    the  Environmental  Protection  Agency  fully  participate in
 9    interstate and federal studies currently underway to  address
10    the  control  and  prevention  of  the  spread  of exotic and
11    invasive aquatic species; and be it further

12        RESOLVED, That the Department of  Natural  Resources  and
13    the  Environmental  Protection Agency report (i) the findings
14    and recommendations of the study and (ii) progress made  with
15    the interstate and federal studies to the Senate of the State
16    of Illinois on or before January 15, 2002; and be it further

17        RESOLVED,  That  suitable  copies  of  this resolution be
18    delivered to  the  Director  of  Natural  Resources  and  the
19    Director of the Environmental Protection Agency.
