 1                   SENATE JOINT RESOLUTION NO.  72
 2               (As amended by Senate Amendment No. 1)

 3        WHEREAS, The mission of the Illinois State  Toll  Highway
 4    Authority  is  to  provide  and  promote a safe and efficient
 5    system of toll highways; and

 6        WHEREAS, The Tollway, comprised  of  the  Northwest,  the
 7    Tri-State,  the  East-West,  and  the  North-South  Tollways,
 8    consists   of  274  miles  (1,650  lane  miles),  539  bridge
 9    structures, 20 mainline plazas, and 47 ramp plazas; and

10        WHEREAS,  The   Toll   Highway   Authority   reported   a
11    $374,100,000  budget  for  2002,  consisting  of  revenue  of
12    $353,900,000  from  tolls,  $15,200,000 from interest income,
13    and  $5,000,000  from  concessions  and  other  sources,  and
14    expenditures of $180,200,000 for maintenance and  operations,
15    $105,500,000  for  renewal  and  replacement, $79,700,000 for
16    debt service, and $8,700,000 for improvements; and

17        WHEREAS,  Thousands  of  Illinois  citizens  travel   the
18    Tollway  system  on  a  daily basis and pay the tolls used to
19    finance Tollway operations; and

20        WHEREAS, Given the impact of the Tollway on its users, as
21    well as on the transportation  needs  of  the  State,  it  is
22    important that the management and operation of the Tollway be
23    reviewed to ensure that it is making efficient and economical
24    use of its resources; therefore, be it

25        RESOLVED,  BY  THE  SENATE  OF  THE NINETY-SECOND GENERAL
26    ASSEMBLY  OF  THE   STATE   OF   ILLINOIS,   THE   HOUSE   OF
27    REPRESENTATIVES   CONCURRING  HEREIN,  that  we  respectfully
28    direct the Illinois Auditor General to undertake a management
29    audit  of  the  Illinois  State  Toll  Highway  Authority  to
30    determine whether the Toll Highway Authority is  managing  or
31    using  its resources, including toll and investment-generated
32    revenue, personnel, property, equipment,  and  space,  in  an

 1    economical and efficient manner; and be it further

 2        RESOLVED,  That  the  audit shall make recommendations to
 3    correct any inefficiencies or uneconomical practices; and  be
 4    it further

 5        RESOLVED, That the audit shall, in addition,  examine the
 6    process  by which the Authority collects, transports, counts,
 7    and deposits toll collections; and be it further

 8        RESOLVED, That the Auditor General  shall  complete  this
 9    audit  within  one  year of the date of final passage of this
10    resolution; and be it further

11        RESOLVED, That the Authority shall pay for  the  cost  of
12    this management audit; and be it further

13        RESOLVED,  That copies of this resolution be delivered to
14    the Auditor General  and  the  Illinois  State  Toll  Highway
15    Authority.
