 1                       SENATE JOINT RESOLUTION

 2        WHEREAS, The downsizing or closure  of  a  State-operated
 3    facility  for  the  developmentally  disabled or mentally ill
 4    increases the State's reliance  on  private,  community-based
 5    agencies; and

 6        WHEREAS,  The State must provide community placements for
 7    individuals  affected   by   closures   and   downsizing   of
 8    State-operated facilities; and

 9        WHEREAS,  The  State  should provide proper resources for
10    private, community-based agencies  that  support  individuals
11    who  move  from  State  institutions  to  community settings;
12    therefore, be it

13        RESOLVED BY  THE  SENATE  OF  THE  NINETY-SECOND  GENERAL
14    ASSEMBLY   OF   THE   STATE   OF   ILLINOIS,   THE  HOUSE  OF
15    REPRESENTATIVES CONCURRING HEREIN, that there is created  the
16    Institutional  Transition  Oversight  Task  Force;  and be it
17    further

18        RESOLVED, That the Task Force shall consist of 2  members
19    of  the  House of Representatives appointed by the Speaker, 2
20    members of the House appointed by the House Minority  Leader,
21    2  members  of  the  Senate appointed by the President, and 2
22    members of  the  Senate  appointed  by  the  Senate  Minority
23    Leader;  the  members of the Task Force shall elect one House
24    member  and  one  Senate  member  of  the   Task   Force   as
25    co-chairpersons; and be it further

26        RESOLVED,  That  whenever  a State-operated developmental
27    disabilities center or State-operated mental health center is
28    closed or downsized, the Task Force shall meet and report  on
29    the following within 120 days of the closing or downsizing:
30         (1)  How  many  individuals  were  transferred  to other
31        State-operated institutions?

 1         (2)  How  many  individuals  were  placed  in  community
 2    settings?

 3         (3)   Were   individuals   at    other    State-operated
 4    institutions moved into community placements due to transfers
 5    from the closed or downsized institution?

 6         (4)  How  much  money  was  saved  by  the  State by the
 7    downsizing or closure of the State-operated institution?

 8         (5)  Did  adequate  resources  follow  individuals  from
 9    State-operated facilities into community placements? and

10         (6) Other information deemed appropriate by  members  of
11    the Task Force; and be it further

12        RESOLVED, That the Task Force shall take oral and written
13    testimony  from  consumers,  advocates,  families,  community
14    providers  and  the  Department  of Human Services; and be it
15    further

16        RESOLVED, That the Task Force shall report  its  findings
17    to  the  General Assembly, the Governor, and the Secretary of
18    Human Services.
