1 SENATE JOINT RESOLUTION
2 WHEREAS, The cities of Gary and Chicago, with the
3 approval and participation of the State of Indiana, have
4 formed an interstate compact; and
5 WHEREAS, This compact created the Chicago/Gary Regional
6 Airport Authority, which has as its purpose the enhancement
7 of the existing airports owned and operated by these cities;
8 and
9 WHEREAS, The Authority is charged with monitoring
10 aviation capacity for the region, including studying the need
11 for a supplemental airport; and
12 WHEREAS, A consensus exists among the members of the
13 compact that today there is not a need for a supplemental
14 airport because the existing airport infrastructure can
15 accommodate the region's forecasted air capacity demand for
16 the foreseeable future; and
17 WHEREAS, The Gary/Chicago Airport, with its available
18 facilities, provides a prudent and economical approach for
19 the development of additional regional airport capacity
20 during this period of limited federal financial assistance
21 for the national air transportation system; and
22 WHEREAS, The construction of a supplemental regional
23 airport in Illinois would negatively affect funds otherwise
24 available for airport improvements at existing Indiana and
25 Illinois airports and would cause a tremendous strain on
26 current local infrastructure; and
27 WHEREAS, The Gary/Chicago Airport is currently creating a
28 master plan for its future development as evidenced by the
29 commencement of commercial air carrier service by Pan Am
30 Airlines, and other airlines have expressed interest in
31 commencing service in Gary; therefore be it

1 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
2 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
3 REPRESENTATIVES CONCURRING HEREIN, that the General Assembly
4 wishes to express its continued support for the Gary/Chicago
5 Airport, the Chicago/Gary Regional Airport Authority, and the
6 consequent economic benefits to northwestern Indiana and
7 northeastern Illinois, and particularly the Southwestern
8 suburbs of Chicago, and requests that Chicago State
9 University conduct a study to determine how to better market
10 to the airlines the greater utilization of the Gary/Chicago
11 Airport; and be it further
12 RESOLVED, That a copy of this resolution be presented to
13 the President of Chicago State University and the Board of
14 the Chicago/Gary Regional Airport Authority.
