 1        AN ACT concerning vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The State Finance Act is  amended  by  adding
 5    Section 5.570 as follows:

 7        Sec. 5.570.  The Stop Neuroblastoma Fund.

 8        Section  10.  The  Illinois  Vehicle  Code  is amended by
 9    adding Section 3-654 as follows:

11        Sec. 3-654.  Stop Neuroblastoma license plates.
12        (a)  The Secretary, upon receipt of an  application  made
13    in  the  form  prescribed by the Secretary, may issue special
14    registration plates designated as Stop Neuroblastoma  license
15    plates. The special plates issued under this Section shall be
16    affixed  only to passenger vehicles of the first division and
17    motor vehicles of the second division weighing not more  than
18    8,000  pounds.  Plates issued under this Section shall expire
19    according to the multi-year procedure established by  Section
20    3-414.1 of this Code.
21        (b)  The  design and color of the plates is wholly within
22    the discretion of the Secretary, except  that  the  following
23    phrases  shall be on the plates: (i) "Stop Neuroblastoma" and
24    (ii) "Stop Cancer". The Secretary may allow the plates to  be
25    issued as vanity plates or personalized under Section 3-405.1
26    of  this  Code.  The  Secretary  shall  prescribe stickers or
27    decals as provided under Section 3-412 of this Code.
28        (c)  An applicant for the special plate shall be  charged
29    a   $25   fee  for  original  issuance  in  addition  to  the

 1    appropriate registration fee.  Of  this  fee,  $10  shall  be
 2    deposited  into  the Stop Neuroblastoma Fund and $15 shall be
 3    deposited into the Secretary of State Special  License  Plate
 4    Fund,  to  be  used  by  the  Secretary  to  help  defray the
 5    administrative processing costs.
 6        For each registration  renewal  period,  a  $25  fee,  in
 7    addition  to  the  appropriate  registration  fee,  shall  be
 8    charged.  Of  this  fee, $23 shall be deposited into the Stop
 9    Neuroblastoma  Fund  and  $2  shall  be  deposited  into  the
10    Secretary of State Special License Plate Fund.
11        (d)  The Stop Neuroblastoma Fund is created as a  special
12    fund   in   the   State  treasury.  All  money  in  the  Stop
13    Neuroblastoma Fund shall be paid, subject to appropriation by
14    the General Assembly and approval by the Secretary, as grants
15    to the American Cancer Society for neuroblastoma  and  cancer
16    research, education, screening, and treatment.

17        Section  99.  Effective  date. This Act takes effect upon
18    becoming law.
