 1        AN ACT concerning judicial law clerks.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 1. Short title. This Act  may  be  cited  as  the
 5    Judicial Law Clerk Benefit Act.

 6        Section 5.  Definitions. In this Act:
 7        "Employer"  means  the Supreme Court, an appellate court,
 8    or a circuit court.
 9        "Judicial law clerk" means a person licensed to  practice
10    law in this State who is employed full-time as a judicial law
11    clerk for the Supreme Court, an appellate court, or a circuit
12    court.

13        Section 10.  Money to repay student loans.
14        (a)  Each year, for not more than 2 years, a judicial law
15    clerk  who  has higher education student loans to repay shall
16    receive $9,000 from his or her employer, in addition  to  all
17    other  compensation  and  benefits.    For  any  given  year,
18    however,  this amount may not exceed the amount due and owing
19    on the higher education student loans for that year.
20        (b)  100% of the amount to be  paid  to  a  judicial  law
21    clerk  under  subsection (a) of this Section for a given year
22    shall come from the Judicial Law Clerk Benefit Fund.
23        (c)  The Judicial Law Clerk Benefit Fund is created as  a
24    special fund in the State treasury. All money in the Judicial
25    Law   Clerk   Benefit   Fund   shall   be  used,  subject  to
26    appropriation, by employers for the purposes of this Section.

27        Section 85.  The State Finance Act is amended  by  adding
28    Section 5.570 as follows:
