7 RECYCLING AND WASTE MANAGEMENT
8 Section 10. The sum of $9,200,000, or as much thereof as
9 may be necessary, is appropriated from the Solid Waste
10 Management Fund to the Department of Commerce and Community
11 Affairs for financial assistance for recycling and reuse in
12 accordance with Section 22.15 of the Environmental Protection
13 Act, the Illinois Solid Waste Management Act and the Solid
14 Waste Planning and Recycling Act, including prior year costs.
15 Section 11. The amount of $75,000, or so much thereof
16 as may be necessary, is appropriated from the Solid Waste
17 Management Fund to the Department of Commerce and Community
18 Affairs for deposit in the Keep Illinois Beautiful Fund.
19 Section 12. The sum of $4,773,100, or so much thereof as
20 may be necessary, is appropriated from the Used Tire
21 Management Fund to the Department of Commerce and Community
22 Affairs for the purposes as provided for in Section 55.6 of
23 the Environmental Protection Act, including prior year costs.
24 Section 13. The amount of $1,335,000, or so much thereof
25 as may be necessary, is appropriated from the Solid Waste
26 Management Revolving Loan Fund to the Department of Commerce
27 and Community Affairs for solid waste loans.

1 Section 14. The sum of $10,765,800, or so much thereof
2 as may be necessary, is appropriated from the General Revenue
3 Fund to the Department of Commerce and Community Affairs for
4 the State's Share of State's Attorneys' and Assistant State's
5 Attorneys' salaries, including prior year costs.
6 Section 15. The sum of $663,000, or so much thereof as
7 may be necessary, is appropriated from the General Revenue
8 Fund to the Department of Commerce and Community Affairs for
9 the annual stipend for sheriffs as provided in subsection (d)
10 of Section 4-6003 and Section 4-8002 of the Counties Code.

17 federal grant funds for coal related projects, including coal
18 desulfurization research and development, including prior
19 year costs.
20 Section 53. The amount of $6,000,000, or so much thereof
21 as may be necessary, is appropriated to the Department of
22 Commerce and Community Affairs from the Coal Development Fund
23 for the Coal Demonstration Program.
24 Section 54. The amounts of $22,000,000 and $1,551,947,

7 business on June 30, 2001, from a reappropriation heretofore
8 made in Article 75, Section 1213 of Public Act 91-706, as
9 amended, is reappropriated from the Fund for Illinois' Future
10 to the Department of Commerce and Community Affairs for a
11 one-time grant to the Southland Chamber of Commerce.
12 Section 251. The amount of $3,000,000, or so much
13 thereof as may be necessary and remains unexpended at the
14 close of business on June 30, 2001, from a reappropriation
15 heretofore made in Article 75, Section 1214 of Public Act
16 91-706, as amended, is reappropriated from the Fund for
17 Illinois' Future to the Department of Commerce and Community
18 Affairs to provide grants for urban assistance in distressed
19 communities.
20 Section 252. The sum of $9,776,500, or so much thereof
21 as may be necessary and remains unexpended at the close of
22 business on June 30, 2001, from reappropriations heretofore
23 made for such purposes in Article 75, Section 1216 of Public
24 Act 91-706, as amended, is reappropriated from the Capital
25 Development Fund to the Department of Commerce and Community
26 Affairs for grants to governmental units and educational
27 facilities for all costs associated with infrastructure
28 improvements.
29 Section 253. The sum of $7,288,600, or so much thereof
30 as may be necessary and remains unexpended at the close of

1 business on June 30, 2001, from a reappropriation heretofore
2 made in Article 75, Section 1217 of Public Act 91-706, as
3 amended, is reappropriated from the Fund for Illinois' Future
4 to the Department of Commerce and Community Affairs for the

6 facilitation of infrastructure improvements, or for grants to
7 governmental units and educational facilities and
8 not-for-profit organizations for all costs associated with
9 infrastructure improvements, miscellaneous purchases, and
10 operating expenses.
11 Section 254. The sum of $3,015,100, or so much thereof
12 as may be necessary and remains unexpended at the close of
13 business on June 30, 2001, from reappropriations heretofore
14 made for such purposes in Article 75, Section 1220 of Public
15 Act 91-706, as amended, is reappropriated from the Fund for
16 Illinois' Future to the Department of Commerce and Community
17 Affairs for grants to units of local government, educational
18 facilities and not-for-profit organizations for education and
19 training, infrastructure improvements and other capital
20 projects, including but not limited to planning,
21 construction, reconstruction, equipment, utilities and
22 vehicles, and all costs associated with economic development
23 programs, community service programs, public health programs,
24 public safety programs, and other programs and activities.
25 Section 255. The amount of $200,000, or so much thereof
26 as may be necessary and remains unexpended at the close of
27 business on June 30, 2001, from reappropriations heretofore
28 made for such purposes in Article 75, Section 1224 of Public
29 Act 91-706, as amended, is reappropriated from the Capital
30 Development Fund to the Department of Commerce and Community
31 Affairs for grants to local governments for infrastructure
32 improvements.

3 business on June 30, 2001, from reappropriations heretofore

6 Development Fund to the Department of Commerce and Community
7 Affairs for all costs associated with construction of a pool
8 at Wolf Lake in the City of Chicago.
9 Section 257. The sum of $30,000, or so much thereof as
10 may be necessary and remains unexpended at the close of
11 business on June 30, 2001, from reappropriations heretofore
12 made for such purposes in Article 75, Section 1229 of Public
13 Act 91-706, as amended, is reappropriated from the Fund for
14 Illinois' Future to the Department of Commerce and Community
15 Affairs for a grant to the Little Village Chamber of
16 Commerce.
17 Section 258. The sum of $50,000, or so much thereof as
18 may be necessary and remains unexpended at the close of
19 business on June 30, 2001, from reappropriations heretofore
20 made for such purposes in Article 75, Section 1230 of Public
21 Act 91-706, as amended, is reappropriated from the Fund for
22 Illinois' Future to the Department of Commerce and Community
23 Affairs for a grant to the Chicago Park District for Hoyne
24 Park.
25 Section 259. The sum of $30,000, or so much thereof as
26 may be necessary and remains unexpended at the close of
27 business on June 30, 2001, from reappropriations heretofore
28 made for such purposes in Article 75, Section 1231 of Public
29 Act 91-706, as amended, is reappropriated from the Fund for
30 Illinois' Future to the Department of Commerce and Community
31 Affairs for a grant to the 47th Street Chamber of Commerce.

11 heretofore made in Article 75, Section 1241 of Public Act
12 91-706, as amended, is reappropriated from the Fund for
13 Illinois' Future to the Department of Commerce and Community
14 Affairs for the administrative costs associated with the
15 Department's facilitation of infrastructure improvements, or
16 for grants to governmental units, educational facilities, and
17 not-for-profit organizations for all costs associated with
18 but not limited to infrastructure improvements, miscellaneous
19 purchases, and operating expenses.
20 Section 262. The amount of $29,902,500, or so much
21 thereof as may be necessary, and remains unexpended at the
22 close of business on June 30, 2001, from an appropriation
23 heretofore made in Article 75, Section 1242 of Public Act
24 91-706, as amended, is reappropriated from the Capital
25 Development Fund to the Department of Commerce and Community
26 Affairs for grants to governmental units, educational
27 facilities and not-for-profit organizations for all costs
28 associated with but not limited to infrastructure
29 improvements.
30 Section 263. The amount of $53,963,500, or so much
31 thereof as may be necessary, and remains unexpended at the

19 Affairs for grants to units of local government and
20 educational facilities for all costs associated with
21 infrastructure improvements and capital projects, including
22 equipment and vehicles.
23 Section 265. The amount of $14,408,200, or so much
24 thereof as may be necessary, and remains unexpended at the
25 close of business on June 30, 2001, from an appropriation
26 heretofore made in Article 75, Section 1257 of Public Act
27 91-706, as amended, is reappropriated from the Fund for
28 Illinois' Future to the Department of Commerce and Community
29 Affairs for all costs associated with grants to various units
30 of local government, community, civic, not-for-profit,
31 educational facilities and business development organizations
32 for the purpose of grants which include, but are not limited

1 to, one-time operating assistance, construction,
2 rehabilitation, equipment purchases, and any other necessary
3 costs.
4 Section 266. The sum of $22,317,800, or so much thereof
5 as may be necessary and remains unexpended at the close of

7 made in Article 75, Section 1259 of Public Act 91-706, as
8 amended is reappropriated from the Capital Development Fund
9 to the Department of Commerce and Community Affairs for
10 grants to units of local government, and educational
11 facilities for all costs associated with infrastructure
12 improvements and capital projects, including equipment and
13 vehicles.
14 Section 267. The sum of $54,509,800, or so much thereof
15 as may be necessary, and remains unexpended at the close of
16 business on June 30, 2001, from an appropriation heretofore
17 made in Article 75, Section 1260 of Public Act 91-706, as
18 amended, is reappropriated from the Fund for Illinois' Future
19 to the Department of Commerce and Community Affairs for
20 grants to units of local government, educational facilities,
21 and not-for-profit organizations for infrastructure
22 improvements including, but not limited to planning,
23 construction, reconstruction, equipment, utilities, vehicles
24 and all costs associated with economic development, community
25 programs, educational programs, public health and public
26 safety.
27 Section 268. The amount of $10,000,000, or so much
28 thereof as may be necessary, and remains unexpended at the
29 close of business on June 30, 2001, from an appropriation
30 heretofore made in Article 75, Section 1263 of Public Act
31 91-706, as amended, is reappropriated from the Fund for

13 costs associated with grants to various units of local
14 government, community, civic, not-for-profit, educational

25 Affairs for all costs associated with grants to various units

28 for the purpose of grants which include, but are not limited
29 to, one-time operating assistance, construction,
30 rehabilitation, equipment purchases, and any other necessary

7 Affairs for all costs associated with various construction
8 and/or rehabilitation projects, and equipment purchases for
9 various units of local government, educational facilities and
10 other eligible entities.
11 Section 272. The amount of $75,000, or so much thereof
12 as may be necessary and remains unexpended at the close of
13 business on June 30, 2001, from an appropriation heretofore
14 made in Article 75, Section 1270 of Public Act 91-706, as
15 amended, is reappropriated to the Department of Commerce and
16 Community Affairs from the Fund for Illinois' Future for a
17 grant to the Illinois Youth Advocate Program.
18 Section 273. The amount of $15,000, or so much thereof
19 as may be necessary and remains unexpended at the close of
20 business on June 30, 2001, from an appropriation heretofore
21 made in Article 75, Section 1271 of Public Act 91-706, as
22 amended, is reappropriated to the Department of Commerce and
23 Community Affairs from the Fund for Illinois' Future for a
24 grant to the Tri-City Girls' Softball League.
25 Section 274. The amount of $150,000, or so much thereof
26 as may be necessary and remains unexpended at the close of
27 business on June 30, 2001, from an appropriation heretofore
28 made in Article 75, Section 1272 of Public Act 91-706, as
29 amended, is reappropriated to the Department of Commerce and
30 Community Affairs from the Fund for Illinois' Future for a
31 grant to the Pastors Network of Illinois.

6 Community Affairs from the Fund for Illinois' Future for a
7 grant to the Valley Kingdom Ministries International.
8 Section 276. The amount of $35,000, or so much thereof
9 as may be necessary and remains unexpended at the close of
10 business on June 30, 2001, from an appropriation heretofore
11 made in Article 75, Section 1274 of Public Act 91-706, as
12 amended, is reappropriated to the Department of Commerce and
13 Community Affairs from the Fund for Illinois' Future for a
14 grant to the Village of Dolton for various improvements.
15 Section 999. Effective date. This Act takes effect on
16 July 1, 2001.
