1 AN ACT relating to education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Code is amended by changing
5 Sections 1C-2 and 2-3.51.5 as follows:
6 (105 ILCS 5/1C-2)
7 Sec. 1C-2. Block grants.
8 (a) For fiscal year 1999, and each fiscal year
9 thereafter, the State Board of Education shall award to
10 school districts block grants as described in subsections (b)
11 and (c). The State Board of Education may adopt rules and
12 regulations necessary to implement this Section. In
13 accordance with Section 2-3.32, all state block grants are
14 subject to an audit. Therefore, block grant receipts and
15 block grant expenditures shall be recorded to the appropriate
16 fund code.
17 (b) A Professional Development Block Grant shall be
18 created by combining the existing School Improvement Block
19 Grant and the REI Initiative. These funds shall be
20 distributed to school districts based on the number of
21 full-time certified instructional staff employed in the
22 district. Beginning July 1, 2001, this block grant shall be
23 combined with and distributed as the School Safety and
24 Educational Improvement Block Grant to increase flexibility
25 for school districts and to encourage the use of the School
26 Safety and Educational Improvement Block Grant for
27 professional development purposes.
28 (c) An Early Childhood Education Block Grant shall be
29 created by combining the following programs: Preschool
30 Education, Parental Training and Prevention Initiative.
31 These funds shall be distributed to school districts and

1 other entities on a competitive basis. Eight percent of this
2 grant shall be used to fund programs for children ages 0-3.

6 Sec. 2-3.51.5. School Safety and Educational Improvement
7 Block Grant Program. To improve the level of education and
8 safety of students from kindergarten through grade 12 in
9 school districts. The State Board of Education is authorized
10 to fund a School Safety and Educational Improvement Block
11 Grant Program.
12 (1) The program shall provide funding for school safety,
13 classroom library books, textbooks and software, school-based
14 professional development based on best practices and
15 scientifically-based research, teacher training and induction
16 and mentoring, curriculum development, school improvements,
17 remediation programs under subsection (a) of Section 2-3.64,
18 school report cards under Section 10-17a, and criminal
19 background investigations under Sections 10-21.9 and 34-18.5.
20 A school district or laboratory school as defined in Section
21 18-8 or 18-8.05 is not required to file an application in
22 order to receive the categorical funding to which it is
23 entitled under this Section. Funds for the School Safety and
24 Educational Improvement Block Grant Program shall be
25 distributed to school districts and laboratory schools based
26 on the prior year's best 3 months average daily attendance.
27 The State Board of Education shall promulgate rules and
28 regulations necessary for the implementation of this program.
29 (2) Distribution of moneys to school districts shall be
30 made in 2 semi-annual installments, one payment on or before
31 October 30, and one payment prior to April 30, of each fiscal
32 year.
33 (3) Grants under the School Safety and Educational

1 Improvement Block Grant Program shall be awarded provided
2 there is an appropriation for the program, and funding levels
3 for each district shall be prorated according to the amount
4 of the appropriation.

6 Section 99. Effective date. This Act takes effect on
7 July 1, 2001.
