 1        AN ACT concerning professional service contracts.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  Architectural,  Engineering,  and Land
 5    Surveying Qualifications Based Selection Act  is  amended  by
 6    changing Section 25 as follows:

 7        (30 ILCS 535/25) (from Ch. 127, par. 4151-25)
 8        Sec.  25.   Public  notice.  Whenever a project requiring
 9    architectural, engineering, or  land  surveying  services  is
10    proposed  for  a State agency, the State agency shall provide
11    no  less  than  a  14  day  advance  notice  published  in  a
12    professional  services  bulletin  or  advertised  within  the
13    official State  newspaper  setting  forth  the  projects  and
14    services  to be procured.  The professional services bulletin
15    shall be available electronically and  may  be  available  in
16    print  mailed to each firm that has requested the information
17    or  is  prequalified  under  Section  20.   The  professional
18    services bulletin shall include a description of each project
19    and shall state the time and place for  interested  firms  to
20    submit  a  letter  of interest and, if required by the public
21    notice, a statement of qualifications.

23        Section 99.  Effective date.  This Act  takes  effect  on
24    July 1, 2001.
