 1        AN ACT in relation to judges of election.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Election  Code  is  amended  by  changing
 5    Section 14-9 and by adding Section 13-10.5 as follows:

 6        (10 ILCS 5/13-10.5 new)
 7        Sec.  13-10.5.  Additional  compensation  for  judges  of
 8    election.   In addition to any other compensation provided by
 9    law to judges of election, the county clerk must pay a  judge
10    of  election  $20  if the judge of election meets both of the
11    following requirements:
12             (1)  Is fluent in a language,  other  than  English,
13        that is predominately spoken in the precinct in which the
14        judge is serving.
15             (2)  Has served as a judge of election in at least 2
16        prior elections in the county.

18        Sec.  14-9. In all municipalities operating under Article
19    VI  of  this  Act,  judges  of  election  shall  receive  the
20    compensation specified in Sections Section 13-10 and  13-10.5
21    in  accordance  with  the population of the county as in said
22    Section specified.
23        When any judge of election, deputy  registrar,  judge  of
24    registration  or officer of registration does not perform all
25    the services required by this Act, then the board of election
26    commissioners shall audit his time and  allow  his  pro  rata
27    compensation.

29        Section  95.  The State Mandates Act is amended by adding

 1    Section 8.25 as follows:

 2        (30 ILCS 805/8.25 new)
 3        Sec. 8.25. Exempt mandate.   Notwithstanding  Sections  6
 4    and  8 of this Act, no reimbursement by the State is required
 5    for  the  implementation  of  any  mandate  created  by  this
 6    amendatory Act of the 92nd General Assembly.

 7        Section 99.  Effective date.  This Act takes effect  upon
 8    becoming law.
