 1        AN ACT in relation to vehicles.

 2        Be it  enacted  by  the  People  of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The State Finance Act is  amended  by  adding
 5    Section 5.545 as follows:

 7        Sec. 5.545.  The Marine Corps Scholarship Fund.

 8        Section  10.   The  Illinois  Vehicle  Code is amended by
 9    adding Section 3-648 as follows:

11        Sec. 3-648. U.S. Marine Corps license plates.
12        (a)  In addition to any other special license plate,  the
13    Secretary,   upon   receipt   of   all  applicable  fees  and
14    applications made in the form prescribed by the Secretary  of
15    State,  may  issue  special registration plates designated as
16    U.S. Marine Corps license plates to residents of Illinois who
17    meet eligibility requirements prescribed by the  Secretary of
18    State.  The special plate issued under this Section shall  be
19    affixed  only  to  passenger  vehicles of the first division,
20    motor vehicles of the second division weighing not more  than
21    8,000 pounds, and recreational vehicles as defined by Section
22    1-169  of  this  Code. Plates issued under this Section shall
23    expire  according  to  the  staggered  multi-year   procedure
24    established by Section 3-414.1 of this Code.
25        (b)  The design, color, and format of the plates shall be
26    wholly  within  the  discretion  of  the  Secretary of State,
27    except that the U.S. Marine Corps emblem shall appear on  the
28    plates.   The  Secretary may, in his or her discretion, allow
29    the plates to be issued as vanity or personalized  plates  in

 1    accordance with Section 3-405.1 of this Code.  The plates are
 2    not required to designate "Land Of Lincoln", as prescribed in
 3    subsection  (b) of Section 3-412 of this Code.  The Secretary
 4    shall prescribe the eligibility requirements and, in  his  or
 5    her  discretion,  shall  approve  and  prescribe  stickers or
 6    decals as provided under Section 3-412.
 7        (c)  An applicant shall be charged a $20 fee for original
 8    issuance in addition to the applicable registration fee.   Of
 9    this  additional  fee,  $15   shall  be  deposited  into  the
10    Secretary of State Special License Plate Fund and $5 shall be
11    deposited  into  the Marine Corps Scholarship Fund.  For each
12    registration renewal period, a $20 fee, in  addition  to  the
13    appropriate  registration  fee,  shall  be  charged.  Of this
14    additional fee, $2 shall be deposited into the  Secretary  of
15    State  Special  License Plate Fund and $18 shall be deposited
16    into the Marine Corps Scholarship Fund.
17        (d)  The Marine Corps Scholarship Fund is  created  as  a
18    special  fund in the State treasury. All moneys in the Marine
19    Corps Scholarship Fund shall, subject to appropriation by the
20    General Assembly and approval by the Secretary,  be  used  by
21    the  Marine  Corps Scholarship Foundation, Inc., a recognized
22    charitable organization that meets the requirements of  Title
23    26,  Section  501(c)(3) of the United States Code, to provide
24    grants for scholarships for higher education. The scholarship
25    recipients must be the children of current or former  members
26    of  the  United  States  Marine  Corps who meet the academic,
27    financial, and other requirements established by  the  Marine
28    Corps  Scholarship  Foundation.  In  addition, the recipients
29    must be Illinois residents  and  must  attend  a  college  or
30    university located within the State of Illinois.
31        The  State  Treasurer  shall  require  the  Marine  Corps
32    Scholarship  Foundation  to  establish a separate account for
33    receipt of the proceeds of the Marine Corps Scholarship Fund.
34    That account shall be subject to audit either annually or  at

 1    another  interval,  as  determined  by  the  State Treasurer.
 2    Proceeds from the Marine  Corps  Scholarship  Fund  shall  be
 3    transferred  on  a  quarterly  basis by the State Treasurer's
 4    office to this separate account.
