 1        AN ACT to amend the Illinois  Vehicle  Code  by  changing
 2    Section 3-633.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
 6    changing Section 3-633 as follows:

 7        (625 ILCS 5/3-633)
 8        Sec.  3-633.  Universal  Charitable  Organization license
 9    plate.
10        (a)  In addition to any other special license plate,  the
11    Secretary,   upon   receipt   of   all  applicable  fees  and
12    applications made in the form prescribed by the Secretary  of
13    State,  may  issue  Universal Charitable Organization license
14    plates to residents of Illinois on  behalf  of  organizations
15    that  meet the requirements of Title 26, Section 501(c)(3) of
16    the United States Code formed for any bona  fide  charitable,
17    benevolent,   philanthropic,   or   patriotic  purpose.   The
18    Secretary  of  State   may   prescribe   rules   establishing
19    additional  eligibility criteria for charitable organizations
20    under  this  Section.   The  special   Universal   Charitable
21    Organization plate issued under this Section shall be affixed
22    only  to  passenger  vehicles of the first division and motor
23    vehicles of the second division weighing not more than  8,000
24    pounds.   Plates   issued  under  this  Section  shall expire
25    according to the staggered multi-year  procedure  established
26    by Section 3-414.1 of this Code.
27        (b)  The design, color, and format of the plates shall be
28    wholly  within the discretion of the Secretary of State.  The
29    plates are not required to designate "Land  of  Lincoln",  as
30    prescribed  in  subsection (b) of Section 3-412 of this Code.
31    Charitable organizations deemed eligible by the Secretary  of

 1    State  shall design charitable decals to be affixed on plates
 2    issued under this Section.  The Secretary may prescribe rules
 3    governing the requirements and approval of charitable decals.
 4        (c)  Except as provided in subsection (d),  an  applicant
 5    shall  be charged a $15 fee for original issuance in addition
 6    to the applicable  registration  fee.   This  additional  fee
 7    shall  be  deposited  into  the  Secretary  of  State Special
 8    License Plate Fund. Except as provided in subsection (d), for
 9    each registration renewal period, a $2 fee,  in  addition  to
10    the  appropriate registration fee, shall be charged and shall
11    be deposited into the  Secretary  of  State  Special  License
12    Plate Fund.  Charitable organizations may establish a fee for
13    the  purchase  of  their charitable decal and shall report by
14    July 31 of each  year  to  the  Secretary  of  State  Vehicle
15    Services Department the sticker fee, the number of charitable
16    decals  sold,  the  total  revenue  received from the sale of
17    charitable decals during the previous fiscal  year,  and  any
18    other information deemed necessary by the Secretary of State.
19        (d)  For  any  applicant eligible to receive U.S. Veteran
20    license plates under  Section  3-638  and  also  eligible  to
21    receive   person   with  disabilities  license  plates  under
22    subsection  (a)  of  Section  3-616,  the  additional    fees
23    prescribed  under  subsection  (c)  of  this Section shall be
24    $7.50 for original issuance and $1 for registration renewal.

26        Section 99.  Effective date.  This Act takes effect  upon
27    becoming law.
