 1        AN ACT concerning Illinois Parks.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The State Parks Designation Act is amended by
 5    changing Section 1 as follows:

 6        (20 ILCS 840/1) (from Ch. 105, par. 468g)
 7        Sec.  1.   The  following  described areas are designated
 8    State Parks and have the names herein ascribed to them:
 9        Apple River Canyon State Park, in Jo Daviess County;
10        Argyle Lake State Park, in McDonough County;
11        Beaver Dam State Park, in Macoupin County;
12        Buffalo Rock State Park, in La Salle County;
13        Castle Rock State Park, in Ogle County;
14        Cave-in-Rock State Park, in Hardin County;
15        Chain O'Lakes State Park, in Lake and McHenry Counties;
16        Delabar State Park, in Henderson County;

24        Section 10.  The State Finance Act is amended by changing
25    Section 6z-41 as follows:

26        (30 ILCS 105/6z-41)
27        Sec. 6z-41. Wildlife Prairie  Park  Fund.   The  Wildlife
28    Prairie  Park  Fund  is hereby created as an interest-bearing
29    special fund in the State Treasury.  Money in the Fund may be
30    used,  pursuant  to  appropriation,  for  the   support   and
31    maintenance of the Hazel and Bill Rutherford Wildlife Prairie
32    State Park Wildlife Prairie Park, or as otherwise provided by

 1    law.

 3        Section  15.  The State Parks Revenue Bond Act is amended
 4    by changing Section 2 as follows:

 5        (30 ILCS 380/2) (from Ch. 105, par. 490.02)
 6        Sec. 2. As used in this Act, unless the context otherwise
 7    requires, the following terms have the following meanings:
 8        "Commission"  means  the   State   Parks   Revenue   Bond
 9    Commission  or  any board or officer succeeding to the powers
10    now conferred by  law  upon  the  State  Parks  Revenue  Bond
11    Commission.
12        The  State  Parks  System  shall  mean  and  include  the
13    following   areas   and  such  additional  areas  as  may  be
14    designated by or pursuant to statute:
15             Apple River Canyon State Park, in Jo Daviess County;
16             Argyle Lake State Park, in McDonough County;
17             Beaver Dam State Park, in Macoupin County;
18             Black Hawk State Park, in Rock Island County;
19             Buffalo Rock State Park, in La Salle County;
20             Cahokia Mounds State Park, in Madison County;
21             Cave-in-Rock State Park, in Hardin County;
22             Chain O'Lakes State Park, in Lake County;
23             Channahon Parkway State Park, in Grundy County;
24             Dixon Springs State Park, in Pope County;
25             Ferne Clyffe State Park, in Johnson County;
26             Fort Chartres State Park, in Randolph County;
27             Fort Creve Coeur State Park, in Tazewell County;

31        "Recreational  facilities" shall mean and embrace cabins,
32    lodges, marinas, fishing  and  boating  facilities,  swimming
33    pools  (including  indoor and outdoor pools), putting greens,
34    driving ranges, archery ranges, restaurants, commissaries and

 1    other like revenue producing facilities in  any  state  park,
 2    whether  presently existing or hereafter acquired, within the
 3    State Park System.
 4        "Bonds" shall  mean  the  revenue  bonds  issued  by  the
 5    Commission  pursuant  to  this  Act in an aggregate principal
 6    amount of not to exceed $9,000,000 at any one time.
 7        "Project"  shall  mean,  in  whole  or   in   part,   the
 8    acquisition   of   land,   buildings,   the   acquisition  or
 9    construction or reconstruction of any buildings, piers, docks
10    or other works, including installation of lighting,  heating,
11    sanitary  and  water  facilities,  together  with  incidental
12    approaches,    structures,    furnishings,    equipment   and
13    facilities, reasonably  necessary  and  useful  in  order  to
14    provide  and  maintain existing, new or improved recreational
15    facilities.
16        "Cost of project" shall embrace the cost  of  all  labor,
17    materials,  machinery and equipment, lands, property, rights,
18    easements and franchises, financing charges,  interest  prior
19    to  and  during  construction  and  for  12  months after the
20    estimated date of completion of construction, cost  of  plans
21    and  specifications,  surveys  and  estimates  of cost and of
22    revenues, cost of architectural, engineering,  trustees'  and
23    legal  services, and all other expenses necessary or incident
24    to placing the project in operation or necessary or  incident
25    to  determining  the  feasibility  or  practicability of such
26    project, administrative expense and such  other  expenses  as
27    may  be  necessary  or  incident  to  the  issuance, sale and
28    delivery of the bonds herein authorized.

31        Section 90.  Repeal.  The Illinois Wildlife Prairie  Park
32    Act is repealed.

 1        Section  99.  Effective date.  This Act takes effect upon
 2    becoming law.
