 1                          HOUSE RESOLUTION

 2        WHEREAS, It has come to the  attention  of  the  Illinois
 3    House   of   Representatives   that  Regional  Transportation
 4    Authority  Executive  Director  Richard  J.   Bacigalupo   is
 5    resigning  his  position  as  of  January  2003 to become the
 6    Assistant  Chief  Executive  Officer  of  the  Orange  County
 7    Transportation Authority in Orange County, California; and

 8        WHEREAS, Richard J. Bacigalupo began his  public  service
 9    career  in transportation as regional counsel for the Chicago
10    Office of the Urban Mass Transportation Administration of the
11    U.S. Department of Transportation; and

12        WHEREAS, He  first  joined  the  Regional  Transportation
13    Authority   in   1988  as  General  Counsel  prior  to  being
14    unanimously elected Executive Director in 1996; and

15        WHEREAS, In his capacity as  Executive  Director  of  the
16    Regional  Transportation  Authority,  Richard  J.  Bacigalupo
17    helped  the RTA achieve AA financial ratings and consistently
18    receive  achievement  awards  for  financial  budgeting   and
19    reporting; and

20        WHEREAS,  The  RTA  under  him  has  creatively  used its
21    planning  powers  to  bring  together  all  of  the  relevant
22    government entities  to  plan  transit  improvements  in  the
23    Northwest  Corridor of suburban Cook County and to create the
24    region's  first  technical   assistance   program   to   help
25    communities plan transit-oriented development; and

26        WHEREAS,  Under  Bacigalupo's  stewardship,  the Regional
27    Transportation Authority has  advocated  greater  cooperation
28    among   its   Service   Boards  -  CTA,  Metra,  and  Pace  -
29    particularly in the area of introducing new technology to the
30    region in a coordinated manner; and

31        WHEREAS, The State  of  Illinois  is  losing  a  valuable

 1    resource  and  Orange  County  is  gaining one of our State's
 2    finest in Richard J. Bacigalupo; therefore, be it

 3        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 4    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 5    we congratulate Richard J. Bacigalupo for his accomplishments
 6    on  behalf  of  the Regional Transportation Authority and the
 7    citizens of Northwest Illinois, and wish him well in all  his
 8    future endeavors; and be it further

 9        RESOLVED,  That  a  suitable  copy  of this resolution be
10    presented to Richard J. Bacigalupo as an  expression  of  our
11    respect and esteem.
