 1                          HOUSE RESOLUTION

 2        WHEREAS, Members of the House of Representatives  of  the
 3    State  of  Illinois would like to congratulate Representative
 4    Tom Berns on a job well done for the citizens  of  the  104th
 5    District; and

 6        WHEREAS,  In  two  years, Representative Berns has made a
 7    positive difference for families in his district,  throughout
 8    central Illinois, and for the University of Illinois; and

 9        WHEREAS, Representative Berns authored a new law to boost
10    minority-owned  businesses,  helping them foster partnerships
11    with the University of Illinois and state agencies looking to
12    purchase goods and services; and

13        WHEREAS, Representative Berns fought to make  drugs  less
14    accessible  to young people; he championed a new law cracking
15    down on dealers of ecstasy and other club drugs  targeted  at
16    our children; and

17        WHEREAS,  Representative Berns helped open up the Circuit
18    Breaker  program,  providing  prescription   assistance   and
19    property  tax  relief  to more seniors in need, and fought to
20    reform our  state's  antiquated  and  inadequate  system  for
21    funding long term care facilities; and

22        WHEREAS,   Representative   Berns  sponsored  legislation
23    strengthening ethics guidelines  for  legislators  and  other
24    elected  officials; he worked with Representative Rick Winkel
25    and Senator Stan Weaver to assure the needs of the University
26    of Illinois are met; he also worked with  Representative  Dan
27    Rutherford  to protect property owners' trees and shrubs from
28    excessive cutting by utility companies; and

29        WHEREAS, Representative Berns is President of both Berns,
30    Clancy and Associates, P.C. and Aerial Mapping Services, Inc.
31    in  Urbana;  he  received  a  bachelor's  degree   in   civil

 1    engineering from the University of Illinois in 1968 and is an
 2    active   member   of   many  civil  engineering  professional
 3    organizations;  he  is  co-author  of  the  4th  edition   of
 4    Fundamentals of Surveying and has been an instructor in civil
 5    engineering at the University of Illinois at Urbana-Champaign
 6    and other places; he received the Distinguished Alumnus Award
 7    from  the  Civil  Engineering Department of the University of
 8    Illinois at Urbana-Champaign Alumni Association; and

 9        WHEREAS, Representative Berns has received several awards
10    during his service in the  General  Assembly;  the  Champaign
11    Park  District  recognized  him  as Honorary Commissioner for
12    outstanding services to the citizens of the Park District; in
13    appreciation of  his  concern  and  support  of  our  natural
14    resources,  he  was  honored by the Champaign County Soil and
15    Water  Conservation  District;  AIA  Illinois  presented  the
16    Outstanding Freshman Legislator Award to him for his  support
17    and counsel to the profession of architecture in the State of
18    Illinois;   he  was  voted  Outstanding  Legislator  for  the
19    Ninety-second General Assembly by the  Illinois  Professional
20    Land  Surveyors  Association;  the Illinois Chamber named him
21    Champion  of  Free  Enterprise  in  2002;  he  received   the
22    Outstanding  Freshman  Legislator  Award  from  the  Illinois
23    Professional Land Surveyors; and

24        WHEREAS,  Representative  Berns  has  been active in many
25    civic and service organizations, and  has  received  numerous
26    honors  from  and held numerous leadership positions in those
27    organizations; therefore, be it

28        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
29    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
30    we   congratulate  Representative  Berns  for  his  exemplary
31    service; we wish him well in his future endeavors and we know
32    he will enjoy spending more time with his family; and  be  it
33    further
