 1                          HOUSE RESOLUTION

 2        WHEREAS, The mission of the Illinois State  Toll  Highway
 3    Authority  is  to  provide  and  promote a safe and efficient
 4    system of toll highways; and

 5        WHEREAS, The Tollway, comprised  of  the  Northwest,  the
 6    Tri-State,  the  East-West,  and  the  North-South  Tollways,
 7    consists  of  274  miles,  539 bridge structures, 20 mainline
 8    plazas, and 47 ramp plazas; and

 9        WHEREAS,  Thousands  of  Illinois  citizens  travel   the
10    Tollway  system  on  a  daily basis and pay the tolls used to
11    finance Tollway operations; and

12        WHEREAS, The Illinois State Toll Highway Authority  is  a
13    major contributor to interstate commerce transportation; and

14        WHEREAS,  The  Illinois  State Toll Highway Authority has
15    made indications that they are planning to increase the  fees
16    for using the Toll Highway system; and

17        WHEREAS,  On  January  13, 2003, a new Governor will take
18    office; and

19        WHEREAS, The Illinois State Toll Highway Authority should
20    complete a  comprehensive  strategic  financial  plan  before
21    considering any increase in tolls; and

22        WHEREAS,  Inefficiency and waste existing in the Illinois
23    State Toll Highway Authority should be reviewed  and  reduced
24    before any toll increases are implemented; and

25        WHEREAS, Given the impact of the Tollway on its users, as
26    well  as  on  the  transportation  needs  of the State, it is
27    important that the management and operation of the Tollway be
28    reviewed to ensure that it is making efficient and economical
29    use of its resources; therefore, be it

 1        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 2    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 3    we  urge  the  Illinois  State  Toll Highway Authority not to
 4    proceed with increasing the tolls; and be it further

 5        RESOLVED, That the Illinois State Toll Highway  Authority
 6    review  the audit conducted by the Auditor General; and be it
 7    further

 8        RESOLVED, That a suitable  copy  of  this  resolution  be
 9    delivered  to  the  Executive  Director of the Illinois State
10    Toll Highway Authority.
