 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  are honored to recognize milestone events in
 4    the lives of the citizens of the State of Illinois; and

 5        WHEREAS, Assistant Chief Paramedic Donald W.  Walsh,  has
 6    been  employed  by  the City of Chicago Fire Department since
 7    October 1, 1976; and

 8        WHEREAS, Chief Walsh has served in  leadership  positions
 9    promoting  Emergency  Medical Services, Fire Department Urban
10    Search and Rescue planning, Disaster  Planning,  educational,
11    research,  and management training at local, State, national,
12    and international levels; and

13        WHEREAS,  Chief  Walsh,  through  his  expertise   as   a
14    Paramedic,  EMS Officer, Chief Officer, National Fire Academy
15    Instructor, and numerous leadership  positions  he  has  held
16    with  local, State, and national organizations, promoted good
17    will and humanitarian efforts to his fellow man  on  his  own
18    time and at his own expense; and

19        WHEREAS,   Chief  Walsh  has  demonstrated  extraordinary
20    humanitarian efforts in the Republic of Turkey following  the
21    devastating  1999  earthquake  that  killed  more than 20,000
22    people by working with the Turkish Fire Brigade  Association,
23    the  Istanbul  Fire Department, and the United Nations in the
24    development of Urban Search and Rescue  operations  planning;
25    and

26        WHEREAS,  The  Emergency  Medicine  Association of Turkey
27    requested Chief Walsh to assist  in  Disaster  Planning  and,
28    through a humanitarian effort, Chief Walsh coordinated a U.S.
29    team  of  physicians  to develop, design, and implement under
30    his  direction  the  Republic  of  Turkey's  first   National
31    Hospital  Emergency  Disaster  Incident  Command Plan System,

 1    which has been in operation since 2000; and

 2        WHEREAS, Chief Walsh has been  recognized  by  his  peers
 3    throughout   the  United  States  and  by  the  International
 4    Association of Fire Chiefs,  which  conferred  upon  him  the
 5    highest  recognition  for  EMS  Chiefs,  "The  James  O. Page
 6    Leadership Award", (EMS Fire Chief of the  Year)  on  May  6,
 7    2002; and

 8        WHEREAS,  National-Louis  University has recognized Chief
 9    Walsh for his extraordinary humanitarian efforts and  awarded
10    him  the  2002 National-Louis University Distinguished Alumni
11    Award for Humanitarian Services on June 8,  2002;  therefore,
12    be it

13        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
14    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15    honor Assistant Chief Paramedic Donald W. Walsh, Ph.D., EMT-P
16    of the Chicago Fire Department's Emergency  Medical  Service,
17    for  his  loyal  and  dedicated  service  to the Chicago Fire
18    Department and to the residents  of  Chicago,  the  State  of
19    Illinois, and countries all over the world; and be it further

20        RESOLVED,  That  a  suitable  copy  of this resolution be
21    presented to Assistant Chief Paramedic Donald W. Walsh as  an
22    expression of our esteem.
