 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  are  pleased to recognize significant events
 4    in the lives of the citizens of the State of Illinois; and

 5        WHEREAS, It has come to our attention that  Cheryl  Foley
 6    of  Mt.  Vernon  has  received  the  2002 Citizen of the Year
 7    award;

 8        WHEREAS, Cheryl  Foley  graduated  from  Minnesota  State
 9    University  at  Moorhead  in  1967 with a Bachelors Degree in
10    Speech and Theatre; from there she moved to Northern Illinois
11    University where she received  a  Masters  Degree  in  Speech
12    Communication;  after  graduation,  Mrs. Foley moved south to
13    teach at Rend Lake; and

14        WHEREAS, At Rend Lake,  Cheryl  Foley  met  her  husband,
15    Myron, and the two were married in 1971; and

16        WHEREAS,  Cheryl  Foley  serves as a Broker Associate and
17    operates M.G. Foley, Inc. Real Estate; and

18        WHEREAS, Although Mrs. Foley  is  a  successful  business
19    woman,  she is described by friends as being in the "business
20    of improving Mt. Vernon," and she is very active  in  various
21    organizations  and  events; Cheryl Foley has been involved in
22    numerous  community  organizations,  generally  assuming  top
23    leadership positions; and

24        WHEREAS, Cheryl Foley is currently the President  of  the
25    Mt.  Vernon YMCA Board and serves as Administrative Counselor
26    at Cedarhurst, in charge of the Speaker's Bureau; she remains
27    an active member of the Mr. Vernon Rotary Club,  Delta  Theta
28    Tau  Philanthropic  Sorority,  Jefferson  County  Chamber  of
29    Commerce, and the First United Methodist Church; and

30        WHEREAS,  Mrs.  Foley  can  be  described  as  a  leader,

 1    volunteer,  and  wife who is definitely driven; she is a long
 2    time member of the Shagbark Girl Scout Board,  and  currently
 3    serves  on  the  Finance  Committee; Cheryl Foley developed a
 4    can-do attitude that transcends barriers and enables  her  to
 5    achieve nontraditional roles; Mrs. Foley has been a long time
 6    member  of  the  Chamber of Commerce, and in 1990, she became
 7    the first woman to serve as President; and

 8        WHEREAS, The Mt. Vernon Rotary Club took notice of Cheryl
 9    Foley's leadership ability and invited her  to  join,  making
10    her  one  of the first women to be inducted in the club, and,
11    in 1995,  the  first  woman  of  that  chapter  to  serve  as
12    President;  after  her  term expired, she moved on to serve a
13    two year term as District 6510 Assistant Governor; and

14        WHEREAS,  Cheryl  Foley  credits  her  activity  in   the
15    community to an old saying she grew up with, "Volunteerism is
16    the rent we pay for the space we take on Earth"; she believes
17    it  is  our  obligation  to  leave  our community and world a
18    better place for generations to come; therefore, be it

19        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
20    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21    we congratulate Cheryl Foley of Mt. Vernon on her achievement
22    of the 2002 Citizen of the Year award; and be it further

23        RESOLVED,  That  a  suitable  copy  of this resolution be
24    presented to Cheryl Foley as an expression of our esteem.
