1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are honored to recognize milestone events in
4 the lives of the citizens of the State of Illinois; and
5 WHEREAS, It has come to our attention that Barbara
6 Richardson is celebrating her 25th anniversary of service in
7 the Office of the Lake County Coroner on February 1, 2002;
8 and
9 WHEREAS, Barbara Richardson has served in the Office of
10 the Lake County Coroner since February 1, 1977; she was
11 appointed Coroner by the Lake County Board on December 1,
12 1982 and elected to the office in November 1984, 1988, 1992,
13 1996, and 2000; she is the first woman to serve Lake County
14 in this office; and
15 WHEREAS, Ms. Richardson is a graduate of Warren Township
16 High School in Gurnee; in addition, she was a part-time
17 student at the College of Lake County and completed courses
18 in Medicolegal Death Investigator Training, Forensic Science
19 Administration, a Master's Course in Death Investigation at
20 St. Louis University and over 100 additional courses in this
21 field; and
22 WHEREAS, Ms. Richardson is a current member of the
23 following boards and professional organizations; the American
24 Board of Forensic Examiners; the American Cancer Society; the
25 College of Lake County Foundation; HealthReach Clinic for the
26 Medically Underserved; HIV/AIDS Alexian Brothers, the Harbor
27 Advisory Council; the Illinois High School & College Driver
28 Education Association, the Inc. Task Force; the Illinois
29 Police Association; the Infant Mortality & SIDS Advisory
30 Committee; the International Association of Coroners &
31 Medical Examiners; the Lake County Chiefs of Police; the Lake
32 County Food Resource Council; the Lake County Domestic

1 Violence Council; the Lake County Health Department-Community
2 Health Services Advisory Committee; the Lake County Women
3 Interested in Government; the Lake County Women's Coalition;
4 the Northern Illinois Council on Alcoholism and Substance
5 Abuse; the Salvation Army Advisory Board; and the St. Therese
6 Hospice Board; and
7 WHEREAS, In addition, she served as a member of the
8 Altrusa Club International of Lake County, the American
9 Legion Auxiliary, the Girl Scouts of America, the Gurnee
10 Community Church, Gurnee's Women Club, the Sorosis Chapter of
11 Eastern Star (more than 50 years), as the past president of
12 the United Protestant Church Women's Fellowship, and as a
13 member of the YMCA of Lake County; she is also a volunteer
14 for A Safe Place, the All Lake County Food Drive, the Gurnee
15 Community Church, LaCASA, P.A.D.S., and The Harbor; and
16 WHEREAS, Ms. Richardson has been the recipient of
17 numerous honors and commendations, including the Rev. Brad
18 Lutz Leadership & Service Award, the Northern Illinois
19 Council on Alcoholism & Substance Abuse Humanitarian Award,
20 the Girl Scouts-Woman of Achievement Award, the BPW Illinois
21 Working Woman of the Year Award, the Warren Township High
22 School Hall of Fame, the Grayslake Exchange Club Golden Deeds
23 Award, the Heart of America Award, Grant Township Republican
24 Club-Ethics in Politics Award, the Joyce Fitzgerald Memorial
25 Award, Women in Management Achievement Award, the YMCA of
26 Lake County Outstanding Achievement Award, and the Illinois
27 Prairie Girl Scout Council Woman of Achievement Award; in
28 addition, she was an Honorary Commander of the Navy Drug
29 Screening Lab at the Great Lakes Naval Training Station, and
30 a 1990 listing in the Who's Who in Government Service; and
31 WHEREAS, A lifetime resident of Lake County, Illinois,
32 Barbara Richardson is married to Donald L. Cannon, and is the
33 mother of three children and the grandmother of seven

1 grandchildren; therefore, be it
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4 we congratulate Barbara Richardson on her 25th anniversary of
5 dedication and service as Lake County Coroner; and be it
6 further
7 RESOLVED, That a suitable copy of this resolution be
8 presented to Barbara Richardson as an expression of our
9 esteem.
