 1                          HOUSE RESOLUTION

 2        WHEREAS, Reasonable  and  fair  access  to  the  Internet
 3    benefits all citizens of Illinois; and

 4        WHEREAS,  Businesspersons  and  residents  in  some urban
 5    areas  must  pay  per-minute  telephone  charges  to   access
 6    national   Internet  service  providers  because  the  access
 7    numbers maintained by those Internet  service  providers  are
 8    more  than 8 miles from their businesses or residences, while
 9    businesspersons and residents in other urban areas  currently
10    benefit from untimed telephone charges because those Internet
11    service  providers maintain access numbers that are less than
12    8 miles from their businesses or residences; and

13        WHEREAS, High-speed digital subscriber line (DSL) service
14    is unavailable to businesspersons and residents in some urban
15    areas, while businesspersons and  residents  in  other  urban
16    areas currently benefit from DSL service; and

17        WHEREAS,  Internet  access  is increasingly important for
18    educational and business purposes, and  it  is  inappropriate
19    for  businesspersons and residents in some urban areas to pay
20    high telephone charges and lack access to high-speed  service
21    while  businesspersons  and  residents  in  other urban areas
22    currently enjoy untimed telephone charges and have access  to
23    high-speed service; therefore, be it

24        RESOLVED   BY   THE   HOUSE  OF  REPRESENTATIVES  OF  THE
25    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
26    we urge  national  Internet  service  providers  to  maintain
27    access numbers that are less than 8 miles from all businesses
28    and  residences  in  urban  areas  of  this  State; and be it
29    further

30        RESOLVED, That we  urge  digital  subscriber  line  (DSL)
31    service providers to provide DSL access to all businesses and

 1    residences in urban areas of this State; and be it further

 2        RESOLVED,  That a copy of this resolution be delivered to
 3    the Illinois Commerce Commission  with  directions  that  the
 4    Commission deliver a copy of this resolution to each national
 5    Internet  service provider that does business in Illinois and
 6    to each digital subscriber line (DSL) service  provider  that
 7    does business in Illinois.
