 1                          HOUSE RESOLUTION

 2        WHEREAS, The Bill of Rights was adopted by  the  American
 3    nation on the 15th day of December, 1791; and

 4        WHEREAS,  The  Bill of Rights was a necessary part of the
 5    new Constitution proposed by the Constitutional Convention in
 6    Philadelphia; and

 7        WHEREAS, The Bill of Rights guarantees unalienable rights
 8    including the right to life,  liberty,  and  the  pursuit  of
 9    happiness; and

10        WHEREAS,  Every  member of the Armed Forces of the United
11    States  has  sworn  to  support,  uphold   and   defend   the
12    Constitution  of  the  United  States,  including the Bill of
13    Rights, against all enemies, foreign and domestic; and

14        WHEREAS, The  Armed  Forces  of  the  United  States  are
15    currently  engaged  in  the  War Against Terrorism to protect
16    those rights; therefore, be it

17        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
18    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19    we  hereby  proclaim  the 15th day of December, 2001 and each
20    15th day of December thereafter as "Bill of  Rights  Day"  in
21    the State of Illinois; and be it further

22        RESOLVED,  That  suitable  copies  of  this resolution be
23    delivered to the President of the United States and  to  each
24    member of the Illinois congressional delegation.
