                         HOUSE RESOLUTION

       WHEREAS, The high price of gasoline and natural gas
   throughout the United States and the electricity crises in
   the western states during the last year demonstrate that it
   is time for a national debate on how the United States
   acquires, distributes, and uses energy resources; and

       WHEREAS, The United States Government needs to develop a
   comprehensive national energy policy which is based on
   science,  conservation,  future needs, and national security;
   and

   pristine natural wonder that is home to 45 species of
   mammals, 36 types of fish, and more than 160 species of
   birds; and

       WHEREAS, Prospecting for oil in wildlife refuges is a
   debatable proposition, given the risks to this unique
