 1                          HOUSE RESOLUTION

 2        WHEREAS,   The   General    Assembly    addresses    many
 3    controversial  and  important issues that affect the lives of
 4    millions of Illinois residents; and

 5        WHEREAS, Every day in this nation,  80  people  die  from
 6    gunfire; and

 7        WHEREAS, The FBI, in 1996, estimated that there were only
 8    176  justifiable  handgun  homicides compared with a total of
 9    9,390 handgun murders in the United States; and

10        WHEREAS, Recent shootings, such as the killing of workers
11    at the Navistar Plant in Melrose Park, have prompted  concern
12    for the safety of employees around the State; and

13        WHEREAS,  A  shooting  incident  at the edge of the White
14    House grounds occurred on February 5, 2001; and

15        WHEREAS, A  shooting  incident  occurred  in  the  United
16    States Capitol building two years ago; and

17        WHEREAS,  The State Capitol building in Springfield lacks
18    proper security measures to prevent gun attacks; and

19        WHEREAS, Over 200,000  people  visit  the  State  Capitol
20    annually,  and  approximately  500  people  work at the State
21    Capitol; and

22        WHEREAS, There is heightened concern for safety  measures
23    to  protect  the visitors, workers, and elected officials who
24    are on the grounds of the State Capitol; therefore, be it

25        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
26    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
27    we  urge  the  Illinois  Secretary  of  State  to  review the
28    security provided at the State Capitol and propose new safety
29    measures such as metal detectors  to  protect  the  visitors,

 1    workers,  and  elected officials at the State Capitol; and be
 2    it further

 3        RESOLVED, That a suitable  copy  of  this  resolution  be
 4    delivered to the Illinois Secretary of State.
