 1                          HOUSE RESOLUTION

 2        WHEREAS, The Department of Children and  Family  Services
 3    has  over  500 investigators, who have an average caseload of
 4    10-11 cases per month and are responsible  for  investigating
 5    all allegations of child abuse; and

 6        WHEREAS,  Numerous complaints arise because some reported
 7    child abuse allegations are not  investigated  thoroughly  or
 8    are not investigated at all; and

 9        WHEREAS,  There  are  complaints  that  investigators are
10    allegedly biased towards  favoring  the  mother  and  do  not
11    appear  to  investigate allegations of abuse towards children
12    over 11 years of age; and

13        WHEREAS,  It  is  the  responsibility  of  the  State  of
14    Illinois, through  the  Department  of  Children  and  Family
15    Services,  to  thoroughly  investigate in an objective matter
16    all child abuse allegations; and

17        WHEREAS, The current system operates utilizing a "triage"
18    approach to completing investigations; therefore, be it

19        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
20    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21    we urge the Director of the Department of Children and Family
22    Services  of the State of Illinois to review the Department's
23    current  investigative   practices   to   ensure   that   all
24    investigations  are done objectively and that all child abuse
25    allegations are investigated in a timely manner;  and  be  it
26    further

27        RESOLVED,  That  a  suitable  copy  of this Resolution be
28    delivered to the Director of the Department of  Children  and
29    Family Services.
