 1                          HOUSE RESOLUTION

 2        WHEREAS, The Governors State University  master's  degree
 3    in   social  work  program  has  been  denied  candidacy  for
 4    accreditation twice by the Council on Social Work  Education;
 5    and

 6        WHEREAS,  The  State of Illinois has invested significant
 7    funding in program development and students' tuition for  the
 8    program; and

 9        WHEREAS,  Accreditation  denials  have adversely affected
10    some 77 students enrolled in the program; and

11        WHEREAS, Numerous constituents of members of the  General
12    Assembly have voiced concerns; therefore be it

13        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
14    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15    the Board of Higher Education shall conduct an  inquiry  into
16    the  issues surrounding the master's degree in social work at
17    Governors State University, including  at  least  one  public
18    hearing related to this topic; and be it further

19        RESOLVED,  That  this  inquiry should examine the reasons
20    that candidacy for accreditation of the program  was  denied,
21    efforts  by the University to address the reasons for denial,
22    and the extent to which students were fully  informed  as  to
23    the  status  of  the  program  and should examine and explore
24    options to address the needs of the 77 affected students; and
25    be it further

26        RESOLVED, That the Board of Higher  Education  report  to
27    the  General Assembly by March 15, 2001, recommending actions
28    to be taken  to  address  issues  related  to  accreditation,

 1    reporting  student  concerns  resulting  from  the  denial of
 2    accreditation,  and  recommending  action   to   avoid   such
 3    occurrences at any public university in the future; and be it
 4    further

 5        RESOLVED,  That  a  suitable  copy  of this resolution be
 6    delivered to the Board of Higher Education.
