 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  Members   of   the   Illinois   House   of
 3    Representatives  would  like  to  honor Katherine C. Schultz,
 4    McHenry County Clerk, State of Illinois, for her research and
 5    implementation of optical scanning voting machines; and

 6        WHEREAS, Clerk Katherine Schultz should be recognized for
 7    her commitment and dedication in advancing the integrity  and
 8    the  security  of  the  electoral  process  of  the  State of
 9    Illinois; and

10        WHEREAS, Clerk Katherine Schultz through her perseverance
11    and insight to provide McHenry County with leading technology
12    in  voting  systems  is  a  forerunner   in   the   statewide
13    implementation of optical scanning voting machine technology;
14    and

15        WHEREAS,  Clerk  Katherine Schultz has been involved in a
16    six-year research effort, monitoring other state  systems  in
17    Wisconsin  and  Michigan  to ensure that implementation of an
18    Illinois system would be beneficial to all  citizens  of  the
19    State of Illinois; and

20        WHEREAS,  Clerk Katherine Schultz has pursued the McHenry
21    County  Board  for  four  years,  providing  the  Board  with
22    exhaustive  research   and   procedure   for   approval   and
23    implementation of optical scanning voting machine technology;
24    and

25        WHEREAS,  Clerk  Katherine  Schultz  was  instrumental in
26    providing the voters  of  McHenry  County  with  leading-edge
27    optical scanning voting equipment for the primary and general
28    elections in the year 2000; and

29        WHEREAS,   Clerk  Katherine  Schultz  provided  satellite
30    locations  and  modem  capabilities  for  the  three  largest
31    townships in McHenry County; and

 1        WHEREAS, Clerk Katherine Schultz effectively  proved  the
 2    advantages  of  optical  scanning  machine technology through
 3    three exemplary factors:  (1)  Where  the  voter  places  the
 4    finished  ballot  in  the  register;  (2)  The existence of a
 5    secure memory card system  with  voter  record;  and  (3)  An
 6    immediate  tape  print out at the voting precinct; therefore,
 7    be it

 8        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 9    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10    we  honor  and  commend Katherine C. Schultz for her years of
11    commitment, perseverance and insight in implementing a  safe,
12    secure  and  effective  means  of providing technology to the
13    electoral process in the great State of Illinois; and  be  it
14    further

15        RESOLVED,  That  the  individual counties of the State of
16    Illinois recognize the efforts of Clerk Katherine Schultz and
17    proceed forward in adopting like optical scanning technology;
18    and be it further

19        RESOLVED, That a suitable  copy  of  this  resolution  be
20    presented  to  Katherine  C.  Schultz,  the Honorable McHenry
21    County Clerk, State of Illinois,  as  an  expression  of  our
22    esteem.
