 1                          HOUSE RESOLUTION

 2        WHEREAS, Since Social Security numbers were introduced in
 3    1934 to track employee earnings records, the nine-digit  code
 4    has almost become a national identification number; and

 5        WHEREAS, Numerous government agencies, organizations, and
 6    businesses,  from  Girl  Scout  troops  to  credit  agencies,
 7    require or request Social Security numbers; and

 8        WHEREAS,  Social  Security numbers are widely used as the
 9    key to a storehouse of personal and private information; and

10        WHEREAS, Identity theft is the fastest growing  crime  in
11    the  nation;  in  1999,  allegations  of identity theft using
12    Social Security numbers more than  doubled,  from  26,531  to
13    62,000 cases; therefore, be it

14        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
15    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16    we urge the Attorney General of  the  State  of  Illinois  to
17    review the practice of requiring or requesting the disclosure
18    of Social Security numbers to apply for or renew a license or
19    permit issued by the State; and be it further

20        RESOLVED,  That  a  suitable  copy  of this resolution be
21    delivered to the Attorney General.
