 1                       HOUSE JOINT RESOLUTION

 2        WHEREAS, In the year  2000,  the  Rural  Affairs  Council
 3    conducted   rural  leadership  forums  around  the  State  of
 4    Illinois by visiting the towns  of  Carbondale,  Carlinville,
 5    Fairfield, Freeport, Macomb, and Mattoon; and

 6        WHEREAS,  The purpose of the forums was to hear firsthand
 7    from local leaders about  the  challenges  and  opportunities
 8    facing rural families and businesses; and

 9        WHEREAS,  The Rural Affairs Council's report, "Charting a
10    Course for the New Millennium," details the issues raised  at
11    the forums; and

12        WHEREAS,  The  Rural  Affairs  Council  is  committed  to
13    developing  and  implementing  action  strategies  for  rural
14    growth and prosperity; and

15        WHEREAS, The report provides a foundation for coordinated
16    actions  and  public-private  partnerships to encourage rural
17    growth and prosperity; and

18        WHEREAS, The Rural  Affairs  Council  hopes  the  General
19    Assembly  and  the  Governor  will  continue  to  work toward
20    strengthening the rural economy, providing needed services to
21    rural areas, and improving the  quality  of  life  for  rural
22    residents; therefore, be it

23        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
24    NINETY-SECOND GENERAL ASSEMBLY, THE SENATE CONCURRING HEREIN,
25    that we urge the Governor to implement the recommendations of
26    the Rural Affairs Council; and be it further

27        RESOLVED, That a suitable  copy  of  this  resolution  be
28    delivered to the Governor of Illinois.
