1 AN ACT concerning the environment.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Environmental Protection Act is amended
5 by adding Section 14.7 as follows:
6 (415 ILCS 5/14.7 new)
7 Sec. 14.7. Contaminated Well Water Revolving Loan
8 Program.
9 (a) There is created within the the State Treasury a
10 special fund to be known as the Contaminated Well Water
11 Revolving Loan Program Fund, which shall be used, subject to
12 appropriation, and administered by the Agency to create a
13 loan program to aid in the cost of connecting a home that has
14 contaminated well water to an alternate water source.
15 (b) The Agency shall establish a program whereby the
16 owner of a contaminated well may apply for up to $100,000 in
17 interest-free loans to be used for connecting the home that
18 has the contaminated well water to an alternate water source.
19 The owner shall have a period of 30 years in which to pay
20 back loans made under this program.
21 (c) The Agency shall adopt rules as necessary to
22 implement this Section.
23 Section 10. The State Finance Act is amended by adding
24 Section 5.570 as follows:
25 (30 ILCS 105/5.570 new)
26 Sec. 5.570. The Contaminated Well Water Revolving Loan
27 Program Fund.
28 Section 99. Effective date. This Act takes effect upon
