 1        AN ACT relating to education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The University of Illinois Act is amended by
 5    changing Section 9 as follows:

 6        (110 ILCS 305/9) (from Ch. 144, par. 30)
 7        Sec. 9. Scholarships for veterans' children of  veterans.
 8    For each of the following periods of hostilities, each county
 9    shall  be  entitled, annually, to one honorary scholarship in
10    the University, for the benefit of the  children  of  persons
11    who  served  in  the  armed  forces of the United States: the
12    Civil War, World War I, any time between September  16,  1940
13    and  the  termination  of  World  War II, any time during the
14    national emergency between June  25,  1950  and  January  31,
15    1955,  any  time during the Viet Nam conflict between January
16    1, 1961 and May 7, 1975, and any time on or after  August  2,
17    1990  and until Congress or the President orders that persons
18    in service are no longer  eligible  for  the  Southwest  Asia
19    Service  Medal.  Preference shall be given to the children of
20    persons who are deceased or  disabled.     Such  scholarships
21    shall  be  granted  to  such  pupils  as  shall,  upon public
22    examination, conducted  as  the  board  of  trustees  of  the
23    University  may  determine,  be  decided to have attained the
24    greatest proficiency in  the  branches  of  learning  usually
25    taught  in  the  secondary  schools, and who shall be of good
26    moral character, and not less than 15  years  of  age.   Such
27    pupils,  so  selected,  shall be entitled to receive, without
28    charge for tuition, instruction in any or all departments  of
29    the  University  for  a term of at least 4 consecutive years.
30    Such pupils shall conform, in all respects, to the rules  and
31    regulations of the University, established for the government
