1 AN ACT in relation to airports.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Airport Authorities Act is amended by
5 changing Section 19 as follows:
6 (70 ILCS 5/19) (from Ch. 15 1/2, par. 68.19)
7 Sec. 19. Construction of act.
8 This act shall be deemed to be a general law, complete in
9 itself and distinct and separate from any prior law. The
10 provisions of this act shall be liberally construed. Nothing
11 contained in this act shall be held to constitute a contract
12 between the State of Illinois and any municipal corporation
13 organized hereunder, or to prevent the alteration, amendment
14 or repeal of this act, or of any amendment thereof, at any
15 time hereafter. The provisions of this Act shall not be
16 considered as impairing, altering, modifying, repealing or
17 superseding any of the jurisdiction or powers of the Illinois
18 Commerce Commission. Nothing in this Act or done under its
19 authority shall restrict, limit or interfere with the use of
20 the land and facilities of a common carrier and the space
21 above such land and facilities or the right to use such land
22 and such facilities in the business of such common carrier,
23 without approval of the Illinois Commerce Commission and
24 without the payment of just compensation to any such common
25 carrier for damages resulting from any such restriction,
26 limitation or interference.
