 1        AN ACT in relation to vehicles.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  State Finance Act is amended by adding
 5    Section 5.570 as follows:

 6        (30 ILCS 105/5.570 new)
 7        Sec. 5.570.  The Illinois Route 66 Heritage Project Fund.

 8        Section 10.  The Illinois  Vehicle  Code  is  amended  by
 9    adding Section 3-654 as follows:

11        Sec.  3-654.  Illinois Route 66 license plates.
12        (a)  The  Secretary,  upon receipt of all applicable fees
13    and  applications  made  in  the  form  prescribed   by   the
14    Secretary,  may  issue special registration plates designated
15    as Illinois Route 66 license plates.     The  special  plates
16    issued  under this Section shall be affixed only to passenger
17    vehicles of the first  division  or  motor  vehicles  of  the
18    second division weighing not more than 8,000 pounds.   Plates
19    issued  under  this  Section  shall  expire  according to the
20    multi-year procedure established by Section 3-414.1  of  this
21    Code.
22        (b)  The  design and color of the special plates shall be
23    wholly  within  the  discretion  of  the  Secretary.      The
24    Secretary  may, in his or her discretion, allow the plates to
25    be issued as vanity or personalized plates in accordance with
26    Section 3-405.1 of this Code.  The plates are not required to
27    designate "Land of Lincoln", as prescribed in subsection  (b)
28    of  Section 3-412 of this Code.  The Secretary, in his or her
29    discretion, shall approve and prescribe stickers or decals as

 1    provided under Section 3-412.
 2        (c)  An applicant for the special plate shall be  charged
 3    a   $40   fee  for  original  issuance  in  addition  to  the
 4    appropriate registration fee.  Of  this  fee,  $25  shall  be
 5    deposited  into  the  Illinois Route 66 Heritage Project Fund
 6    and $15 shall  be  deposited  into  the  Secretary  of  State
 7    Special  License  Plate  Fund, to be used by the Secretary to
 8    help defray the administrative processing costs.
 9        For each registration  renewal  period,  a  $27  fee,  in
10    addition  to  the  appropriate  registration  fee,  shall  be
11    charged.   Of  this  fee,  $25  shall  be  deposited into the
12    Illinois Route 66 Heritage  Project  Fund  and  $2  shall  be
13    deposited  into  the Secretary of State Special License Plate
14    Fund.
15        (d)  The Illinois  Route  66  Heritage  Project  Fund  is
16    created as a special fund in the State treasury.   Subject to
17    appropriation  by  the  General  Assembly and approval by the
18    Secretary, Illinois Route 66 Heritage Project, Inc. shall use
19    all moneys in the Illinois Route 66 Heritage Project Fund for
20    the   development   of   tourism,   through   education   and
21    interpretation, preservation, and  promotion  of  the  former
22    U.S. Route 66 in Illinois.
