1 AMENDMENT TO HOUSE BILL 4195
2 AMENDMENT NO. . Amend House Bill 4195 as follows:
3 by replacing line 27 on page 1 through line 31 on page 2 with
4 the following:
5 "Section 15. The Illinois Independent Forensic Science
6 Oversight Commission. The Illinois Independent Forensic
7 Science Oversight Commission is created within the Office of
8 the Governor. The Commission shall consist of 9 members as
9 follows:
10 (a) 2 scientists having experience in the areas of
11 laboratory standards or quality assurance regulation and
12 monitoring, appointed by the Governor;
13 (b) one person appointed by the Illinois Attorney
14 General;
15 (c) 3 State's Attorneys, no more than 2 of whom are of
16 the same political party, appointed by the Governor;
17 (d) the State Appellate Defender, ex officio;
18 (e) the State's Attorneys Appellate Prosecutor, ex
19 officio; and
20 (f) one person appointed by the Governor to serve as
21 Chair of the Commission.
22 All appointed members of the Commission shall serve for a

1 term of 4 years.
2 The Commission shall meet at least quarterly, and all
3 meetings of the Commission shall be called by the Chair.
4 Section 20. No compensation; expenses. Members of the
5 Commission shall serve without compensation. All members
6 shall be reimbursed for reasonable expenses incurred in
7 connection with their duties.
