92_HB3734enr HB3734 Enrolled LRB9211610AGmb 1 AN ACT concerning public funds. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Public Funds Accounting Act is amended by 5 changing Section 4 as follows: 6 (30 ILCS 20/4) (from Ch. 102, par. 23) 7 Sec. 4. No funds, monies, or other things of value, in 8 the hands of the treasurer of any public or municipal 9 corporation, shall be paid out, disbursed or delivered, 10 except upon warrant, draft, electronic funds transfer, or 11 order signed and countersigned by the officers of the public 12 or municipal corporation authorized to sign and countersign 13 the same. Such funds may be disbursed by the treasurer, by 14 check issued or signed by him or his authorized deputy. If 15 required by statute, ordinance or resolution such check shall 16 be countersigned by an officer or agent of the public or 17 municipal corporation on whose behalf such disbursement is 18 made. This provision shall apply to all treasurers, including 19 county treasurers and ex-officio county collectors of taxes 20 and special assessments, and to all payments, disbursements 21 or deliveries, whether under the order of a court or 22 otherwise. 23 (Source: Laws 1937, p. 937.) 24 Section 99. Effective date. This Act takes effect upon 25 becoming law.
