 1        AN ACT concerning compensation.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5. The Compensation  Review  Act  is  amended  by
 5    adding Section 5.1 as follows:

 6        (25 ILCS 120/5.1 new)
 7        Sec.  5.1.  No  COLA  for FY03. Notwithstanding any other
 8    provision of this Act, any other law, or  any  resolution  of
 9    the  General  Assembly to the contrary, no annual increase in
10    compensation  based  on  a  cost  of  living  adjustment,  as
11    authorized by Senate Joint Resolution 192 of the 86th General
12    Assembly, shall be made to the compensation of any officer or
13    employee for or during the  fiscal  year  beginning  July  1,
14    2002.

15        Section  99.  Effective date.  This Act takes effect upon
16    becoming law.
