 1        AN ACT concerning veterans.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Department  of  Veterans Affairs Act is
 5    amended by changing Section 2.07 as follows:

 6        (20 ILCS 2805/2.07) (from Ch. 126 1/2, par. 67.07)
 7        Sec. 2.07.  The  Department  shall  employ  and  maintain
 8    sufficient  and  qualified  staff  at  the veterans' homes to
 9    fulfill the requirements of this Act.  The  Department  shall
10    report  to  the  General Assembly, by January 1 and July 1 of
11    each year, the number of staff employed in  providing  direct
12    patient  care  at  their  veterans'  homes, the compliance or
13    noncompliance with  staffing  standards  established  by  the
14    United  States  Department of Veterans Affairs for such care,
15    and in the event of noncompliance with  such  standards,  the
16    number of staff required for compliance.
17        All  contracts  between the State and outside contractors
18    to provide workers to staff and  service  the  Anna  Veterans
19    Home  shall  be  canceled  upon  the  effective  date of this
20    amendatory  Act  of  the   92nd   General   Assembly.    Upon
21    cancellation,  each  worker  or staff member shall be offered
22    employment with the State of Illinois at the  then-prevailing
23    State wage rate for like employment.  The position offered to
24    each  person shall be at the same facility, and to the extent
25    as may be practical, shall consist of  the  same  duties  and
26    hours  as  previously  existed under the canceled contract or
27    contracts.

29        Section 99.  Effective date.  This Act takes effect  upon
30    becoming law.
