This Act may be cited as the 5 Cook County Board of Review Districts Act of 2001. 6 Section 5. Applicability. This Act applies to the 7 election of members of the board of review in Cook County 8 beginning with members elected in 2002. 9 Section 10. Districts created. Definitions and exceptions. 31 (a) All counties, townships, census tracts, block 32 groups, and blocks are those that appear on maps published by 33 the United States Bureau of the Census for the 2000 census. Districts created by 2 this Act for the purpose of electing members of the board of 3 review in Cook County shall not be altered by operation of 4 any other statute, ordinance, or resolution. 5 (b) Any part of Cook County that has not been described 6 as included in one of the districts described in this Act is 7 included within the district that (i) is contiguous to the 8 part and (ii) contains the least population of all districts 9 contiguous to the part according to the 2000 decennial census 10 of Illinois. 11 (c) If any part of Cook County is described in this Act 12 as being in more than one district, the part is included 13 within the district that (i) is one of the districts in which 14 that part is listed in this Act, (ii) is contiguous to that 15 part, and (iii) contains the least population according to 16 the 2000 decennial census of Illinois. 17 (d) If any part of Cook County (i) is described in this 18 Act as being in one district and (ii) is entirely surrounded 19 by another district, then the part shall be incorporated into 20 the district that surrounds the part. 21 (e) If any part of Cook County (i) is described in this 22 Act as being in one district and (ii) is not contiguous to 23 another part of that district, then the part is included with 24 the contiguous district that contains the least population 25 according to the 2000 decennial census of Illinois. 26 (f) The Speaker of the House, the Minority Leader of the 27 House, the President of the Senate, and the Minority Leader 28 of the Senate shall by joint letter of transmittal present to 29 the Secretary of State for deposit into the State Archives an 30 official set of United States Bureau of the Census maps and 31 descriptions used for conducting the 2000 census, and those 32 maps shall serve as the official record of all counties, 33 townships, census tracts, block groups, and blocks referred 34 to in this Act. The Cook County Board of Review Districts 5 Act is amended by adding Section 15 as follows: 6 (10 ILCS 105/15 new) 7 Sec. 15. Applicability. This Act does not apply to the 8 election of members of the board of review in Cook County in 9 2002 or any election thereafter. 10 Section 99. Effective date. This Act takes effect upon 11 becoming law.
