 1        AN ACT concerning the administration of mental health and
 2    developmental disabilities services.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section  5.   The   Mental   Health   and   Developmental
 6    Disabilities  Administrative Act is amended by adding Section
 7    31b as follows:

 8        (20 ILCS 1705/31b new)
 9        Sec.  31b.  Individuals   waiting   for   community-based
10    services.    The   Department   shall  collect  and  maintain
11    information on the number of individuals  with  developmental
12    disabilities who have requested (either themselves or through
13    a  parent  or  guardian)  and are waiting for community-based
14    services that are funded through grants from  the  Department
15    to,  and  contracts  with  the  Department  and, local school
16    districts, individual service coordination organizations, and
17    community-based   organizations.    The   information   shall
18    include, but is not limited to, the following:
19             (1)  The number of  those  individuals  waiting  for
20        community-based  residential  services  such as Community
21        Integrated  Living  Arrangements,  supported  apartments,
22        supported   living,   and    other    community    living
23        arrangements.
24             (2)  The  number  of  those  individuals waiting for
25        services  from  intermediate  care  facilities  for   the
26        developmentally disabled.
27             (3)  The  number  of  those  individuals waiting for
28        services from day and vocational  programs  such  as  day
29        activity   programs,   adult   day   care,  developmental
30        training, sheltered workshops, supported employment,  job
31        placement, and other day programs.

 1             (4)  The  number  of  those  individuals waiting for
 2        family   support   services,   respite   care,   personal
 3        assistance services, case management services, and  other
 4        services not included in paragraph (3).
 5             (5)  The  ages  of  those  individuals  waiting  for
 6        services under paragraphs (1), (2), (3), and (4).
 7             (6)  The  ages  of  the parents of those individuals
 8        waiting for services under paragraphs (1), (2), (3),  and
 9        (4).
10             (7)  The  Representative  Districts  in  which those
11        individuals waiting for services live.
12    The information shall be updated annually.   The  information
13    collected  shall  be limited to information about individuals
14    who are eligible for services at the time of request  or  who
15    will  be  eligible to receive services within 12 months after
16    the date services are requested.  The  Department  shall,  on
17    request,  make  the  information  available to other agencies
18    serving persons with developmental disabilities.

19        Section 99.  Effective date.  This Act takes effect  upon
20    becoming law.
