typical number of employees and visitors in the buildings,
the extent of the need for security measures regarding the
buildings, buildings or portions of buildings in which there
are special circumstances such as high electrical voltage or
extreme heat or cold, and other factors that the Director
determines are appropriate. The Director shall recommend the
appropriate placement of the automated external
defibrillators in State buildings on the basis of the
guidelines. The recommendations shall at least include, when
appropriate, placement in State buildings in which more then
200 persons may be present at any particular time.
