 1        AN ACT in relation to public aid.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  Illinois Public Aid Code is amended by
 5    adding Section 9A-11.3 as follows:

 6        (305 ILCS 5/9A-11.3 new)
 7        Sec. 9A-11.3.  First Year at Home Demonstration  Program.
 8    Beginning  October  1, 2001, the Department of Human Services
 9    shall, subject to a specific appropriation for this  purpose,
10    operate  a  First  Year  at  Home Demonstration Program.  The
11    Program shall provide funding for one  parent  of  a  newborn
12    infant  to  stay  at  home  to  care for the child during the
13    child's first year rather than place the child in out-of-home
14    care.  For a period beginning 6 weeks after the  birth  of  a
15    child  and  up  to the child's first birthday, the Department
16    shall pay monthly to an eligible family an  amount  equal  to
17    90%  of  the  licensed day care home provider rate, minus any
18    required  co-payment,  not  to  exceed  10%  less  than   the
19    Temporary   Assistance   for   Needy  Families  monthly  cash
20    assistance payment level for a family of  the  same  size  in
21    that family's county of residence.
22        To  be  eligible  for  the First year at Home Program the
23    family must be otherwise income eligible for subsidized child
24    care provided by the Department and must not be  a  recipient
25    of  cash  assistance under the Temporary Assistance for Needy
26    Families program.  The  stay  at  home  parent  must  provide
27    documentation  of  work  participation  for  6  out of the 15
28    months prior to the birth of the child.
29        To the extent feasible,  the  Department  shall  issue  a
30    utilization  report  which  shall include, but not be limited
31    to, data on the  number  of  families  participating  in  the

 1    program, the income of families participating when they apply
 2    for  the  program,  the size of families participating in the
 3    program, the number of parents in the household,  the  county
 4    of  residence  of  families participating in the Program, and
 5    the effect of the Program on availability of infant day care.
 6    The Department shall issue an interim report to  the  General
 7    Assembly by December 31, 2002 and a final report by April 30,
 8    2005.   This  Demonstration Program shall end on December 31,
 9    2004.
