1 AN ACT concerning elections.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Election Code is amended by adding
5 Section 1A-20 as follows:
6 (10 ILCS 5/1A-20 new)
7 Sec. 1A-20. 2001 election pilot program. The State
8 Board of Elections shall develop, and the appropriate
9 election jurisdictions shall administer, a pilot program for
10 use in the Thirtieth Representative District in Illinois at
11 the consolidated election in 2001. The pilot program shall
12 require the use at each polling place of automatic counting
13 equipment that detects and rejects any ballot that is
14 overvoted, cannot be counted by the equipment, or lacks a
15 judge's initials. The program shall require that the voter,
16 or at the voter's request a person who assisted the voter in
17 marking his or her ballot, insert the ballot into the
18 automatic counting equipment. If a ballot is rejected by the
19 automatic counting equipment, the ballot shall be treated as
20 a spoiled ballot and the voter shall be given a new ballot to
21 vote.
22 The State Board of Elections shall adopt rules necessary
23 for the implementation of this Section.
24 Section 99. Effective date. This Act takes effect upon
25 becoming law.
