1 AMENDMENT TO HOUSE BILL 479
2 AMENDMENT NO. . Amend House Bill 479 on page 1, in
3 line 26, after "community.", by inserting "For the purposes
4 of this item (6), a community is deemed to have a high level
5 of poverty if the percentage of its residents who have
6 incomes below the federal poverty level is equal to or
7 greater than the percentage of residents of the City of East
8 St. Louis who have incomes below the federal poverty level.
9 For the purposes of this item (6), a community is deemed to
10 have chronic unemployment if its average unemployment rate
11 for the 3 previous calendar years is equal to or greater than
12 the average unemployment rate for the 3 previous calendar
13 years in the City of East St. Louis.".
