Senate Sponsors: O'MALLEY. Short description: EPA-CIVIL PENALTIES Synopsis of Bill as introduced: Amends the Environmental Protection Act. Provides that the Environmental Protection Agency shall not issue a permit for the construction, installation, or operation of a refinery facility that is located within one mile of school property unless the Agency includes specified conditions in the permit. Provides a civil penalty of $100,000 for a second or subsequent violation of the Act and an additional civil penalty of not to exceed $20,000 for each day during which that violation continues. Effective immediately.
