Provides that notice of a petition of incorporation shall be given by first class mail addressed to the person or persons in whose name the general taxes for the preceding year were paid on each lot, black, tract, or parcel of land lying within the territory to be incorporated. Requires the notice to be mailed not less than 10 days before the date of the hearing on the petition. Effective immediately.
