Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the Governor's FY2001 budget recommendations. Effective immediately. HOUSE AMENDMENT NO. 2. Deletes reference to: New Act Adds reference to: 30 ILCS 330/4 from Ch. 127, par. 654 70 ILCS 530/6.1 new 620 ILCS 5/34b Deletes everything. Amends the General Obligation Bond Act to authorize the deposit of bond proceeds into the Airport Land Loan Revolving Fund, to be used for loans to public airport owners under the Illinois Aeronautics Act. Amends the Illinois Aeronautics Act to change the rate of interest charged on loans to public airport owners under the Airport Land Loan Program. Amends the Upper Illinois River Valley Development Authority Act to provide that the Authority shall not enter into any agreement providing for the purchase and lease of tangible personal property that results in the avoidance of taxation under the Retailers' Occupation Tax Act, the Use Tax Act, the Service Use Tax Act, or the Service Occupation Tax Act, without the prior written consent of the Governor.
