Makes numerous changes concerning payments by employers into the Second Injury Fund and the Rate Adjustment Fund based on compensation payments made by employers under the Workers' Compensation Act or the Workers' Occupational Diseases Act. Contains provisions concerning allocation of assessments between self-insured employers and insured employers. SENATE AMENDMENT NO. 1.
