Synopsis of Bill as introduced:
Creates the Streamlined Sales Tax System for the 21st Century
Act. Provides that the Department of Revenue shall enter into
discussions with states regarding the development of a multi-state,
voluntary, streamlined system for sales and use tax collection and

that would have the capability to determine whether the transaction is
taxable or tax exempt, the appropriate tax rate applied to the

provide a method for collecting and remitting sales and use taxes to
the State. Provides that the Department is authorized to participate
in a sales and use tax pilot project with other states and selected
businesses to test means for simplifying sales and use tax
administration and may enter into joint agreements for that purpose.
Requires the Department to issue a report on or before March 1, 2001.
Amends the Illinois Procurement Code. Provides that the Code does not
apply to contracts entered into by the Department of Revenue to
implement the sales and use tax pilot project under the Streamlined
Sales Tax System for the 21st Century Act. Repeals the new Act on May
15, 2002 and provides that the amendatory provisions in the Illinois
Procurement Code are in effect until May 15, 2002. Effective
   immediately.
