Provides that up to 25% of the amounts received by the State pursuant to a tobacco settlement agreement shall be dedicated to pay a tax rebate to small employers with high-risk employees for the purpose of improving the affordability of health insurance coverage for those employees and increasing their access to health insurance coverage.
